The Home Office consultation, ‘Obtaining Better Value for Money from Police Procurement (2)’, ran from 3 February to 27 April 2012. It sought views on proposals to specify further National Procurement Frameworks to be used by the police to obtain equipment and services. One of the Frameworks covered by the consultation was the NPIA Digital Interviewing Framework Arrangement.
The Company has today been informed by the ‘Value for Money Team’ at the Home Office that Ministers, after carefully considering responses to the consultation, have decided that it would not be appropriate to mandate the use of this framework as the only channel for the acquisition of digital interviewing equipment by the police service.
David Horn Communications is extremely pleased to see this clarification. A large number of Forces are expressing a preference for DHC’s MultiStream interview recording systems – either because they already had some in service and wished to proceed Force-wide or because neighbouring Forces were finding them to be highly satisfactory – but decided to temporarily continue with obsolescent tape machines in the hope that the Framework Arrangement might be relaxed.
