This week has seen the completion of MultiStream/PACE training by David Horn Communications for Officers of the Mauritius Police Force (MPF). The training was carried out at the impressive facility of the Central Criminal Investigation Department at Line Barracks in Port Louis by Stuart Horn (Technical Director).
MultiStream interview recorders will now be used throughout the Country and its Outer Islands following the MPF’s own evidence-based improvement programme in collaboration with the UNODC (United Nations Office on Drugs and Crime).
The CCID is one of the main Branches of the Force that spearheads investigation particularly of high profile cases, and with the Anti-Drug and Smuggling Unit (ADSU) is now having great success in the major war against drug traffickers and money launderers operating throughout Mauritius and the Outer Islands. The Unit has successfully brought to book many traffickers – particularly of heroin (known locally as ‘Brown Sugar’) and cannabis – who have been sentenced to long prison terms, whilst the consumers were likewise arrested and given the relative punishment. According to actual records, 9,638 offenders have been arrested for drug crimes among whom 844 have been declared traffickers by the Courts.
Implementation was driven by the MPF’s Annual Policing Plan:
‘In line with NPSF’s forthcoming PACE Act, there is a dire requirement to move from confession-led to evidence-based investigation. As one of its main objectives, CCID is planning to carry out intensive training and capacity building to bring about the required paradigm shift. The examination of scenes of crime for the collection of scientific evidence and DNA evidence is of paramount importance for efficient and effective investigation among others. All cases prosecuted by the Police should be reinforced by corroborative evidence such as scientific and forensic evidence.
In year 2014, at least 60% of all staff of CCID will be trained on effectively conducting evidence-based investigation, DNA profiling and new technology and techniques for investigation. To achieve this objective, the help of resource persons from the DPP’s Office, Police Training School and others will be solicited’.
